  • The Montreux Document Forum is Launched

    Six years after its adoption, Montreux Document participants have now established the Montreux Document Forum to continue working on the implementation of the Montreux Document. The Montreux Document Forum (MDF) was established during a Constitutional Meeting of states and international organisations on 16 December 2014. The Forum seeks to support national implementation of the Montreux Document as well as to increase support for the initiative. The MDF is currently co-chaired by Switzerland and the ICRC.

    The Constitutional Meeting of the MDF was chaired by Ambassador Dr. Valentin Zellweger, Director of the Directorate of International Law of the Federal Department of Foreign Affairs (FDFA), and Dr. Helen Durham, Director of International Law and Policy of the International Committee of the Red Cross.

    By providing a venue for informal consultation among Montreux Document participants, the Montreux Document Forum aims to strengthen dialogue on good practices and challenges related to the regulation of PMSCs. From an initial 17 states in 2008, the Montreux Document is now supported by 53 states and three international organisations. Press releases of Switzerland and the International Committee of the Red Cross (ICRC) are available.

    The Montreux Document Forum seeks to support implementation, outreach and the exchange of good practices on the regulation of PMSCs.



  • The Report on the 2013 MD Regional Conference for Southeast Asia is now available.

    In July 2013, the Swiss Federal Department of Foreign Affairs and the Ministry of Foreign Affairs of the Philippines, in collaboration with the ICRC, and in coordination with the National Defense College of the Philippines (NDCP) and DCAF hosted a conference to raise awareness of the Montreux Document in Southeast Asia and to discuss challenges related to the regulation of PMSCs.

    The conference provided a regional perspective on states’ interactions with PMSCs and identified national regulations with a view to sharing good practices. The conference was held in Manila, Philippines and gathered nearly 60 representatives of governments, international organisations and industry from 8 states in the region (Cambodia, Indonesia, Lao, Malaysia, Myanmar, Philippines, Thailand and Vietnam).   • Montreux Document Regional Conference held for Francophone African states, Dakar, Senegal

    In June 2014, the Swiss Federal Department of Foreign Affairs and the Ministry of Foreign Affairs of Senegal in collaboration with the ICRC, and the Centre des hautes études du défense et securité (CHEDS), and DCAF, hosted a regional conference in Dakar.

    The conference gathered over 60 participants including civil society, international organisations and representatives from 16 states in the Francophone and Lusophone region in Africa (Algeria, Bénin, Burkina Faso, Burundi, Cap Vert, Cameroon, Mauritania, Côte d'Ivoire, Guinea Conakry, Guinea-Bissau, Madagascar, Mali, Niger, Central African Republic, Togo).

    The conference gathered over 60 participants.

    The aim of the seminar was to increase the number of states supporting the Montreux Document, to provide an opportunity to share experiences, and to identify good practices regarding the national regulation of PMSCs in sub-Saharan Africa.
